CIA Immigration is pleased to inform potential students and educational institutions that the province of British Columbia has initiated the issuing of Provincial Attestation Letters (PALs), beginning March 4, 2024. These significant documents are circulated to qualifying postsecondary institutions, thereby enabling new international pupils to append a vital PAL to their study permit applications.

Understanding Provincial Attestation Letters: A provincial attestation letter serves as credible confirmation of an application’s inclusion within the federal cap for study permits. Forwarded by the province to the educational institution, it ultimately reaches the overseas applicant as a form of verification. When submitting their study permit application, candidates are required to include this letter as proof of their permit request’s legitimacy.

Alberta has joined the initiative alongside British Columbia, empowering international students with the assurance needed to support their immigration and academic ventures. The provinces are dedicated to streamlining the immigration process, recognizing education as a cornerstone for newcomer integration and success.

In the 2024 cycle, British Columbia is authorized to issue 83,000 PALs to undergraduate study permit applicants, a slight decrease from the approximately 97,000 applications recorded in 2023. The federal government has forecasted an approval of roughly 50,000 study permits from these applicants for the upcoming year.

Who is Mandated to Secure a PAL? Primarily, PALs are necessitated for postsecondary students aiming to enroll in non-degree diploma or certificate programs. Meanwhile, this stipulation exempts several applicant categories, which includes primary and secondary learners, master’s or doctoral candidates, current holders of valid Canadian study permits, in-Canada work permit possessors and their domestic family members, students seeking an extension within Canada, and individuals who submitted applications before the cut-off on January 22, 2024.
